In a list, if each item of the list is a complete sentence, then it should be capitalized like any other sentence. If the list items are sentence fragments, then capitalization should be consistent – sentence case should be applied to either all or none of the items. Different rules exist also concerning the question whether the first letter after a colon should be capitalized. The following guidelines form a compromise between the various conventions in use. Do not use a capital letter after a colon. An exception to 1 may be made if the colon could be replaced by a full stop.
It is a simple of matter of fact that people do capitalize titles when they stand in the place of names, just as other people do not. People do capitalize every instance of a title, just as other people put nearly everyone in lower case. This a question of style. As such, it should reflect best practices and actual usage.
Capitalize other titles only when they precede the name, else they are lower case.
