I followed the process in the link you provided to get my i-phone factory reset and restored with my backup. When I changed the ever-forgotten passcode to my i-phone, the phone re-encrypted the key chain with the passcode. Now I have a new passcode, which seems unable to decrypt the encrypted key chain.
