Google Play Store is an app store for Android OS. One cannot use a specific OS Store on another OS. In Windows, similar to the play store is Microsoft Store. Search for it or open it from the Start and search for the apps. Not all Android apps would be available on Microsoft Store. Hope that helps.
If you do not want to go that route, install Google Chrome web browser and within "IT", it has a store of its own which are modified Android apps from Google. They have a lot of apps for it.
