YT isn’t doing anything wrong you are just making your whole image 2048x1152 and it’s cropping it down for the different platforms. I personally make the image the size they want it then played around with the main imagry/logos within it until it fit on all devices properly.
Set those dimensions in your video editing program. Then add what ever you want for your banner. Then use the snapshot feature from your editing program, that should create the perfect size banner image file. Or just use a photo editing program if you have that available too.

Hey Check out this blog to design youtube banners that fits perfectly for all the devices. Right from PC's, mobiles, tablets and etc. And for your question the design should be a minimun of 2048x1152 PX.

Go through the recommanded pixel sizes for each device .. If the pixel size of the banner that you have made is smaller than the recommanded , it will look blurry. There is no "1440p" option that would play the correct resolution 2048x1152 video, only "1080p" which plays the interpolated 1920x1080 video. This also happens with 4096x2304 and 1024x576 being downscaled to 3840x2160 and 854x480. Oddly enough 6144x3456, 3072x1728 and 1536x864 don't get downscaled and play back at their correct resolution.
