Am currenlty running Sonoma 14.4. A few weeks ago when checking to see if could remove a device and associate another on the Manage Devices list that is located in the Account Settings for Music and Apple Tv haps I discovered that the Downloads and Purchases section was missing. That section includes the Manage Devices and Hidden Purchases lists.

Play count sync iOS <-> macOS for me stopped Oct, 25th, which happens to be the day iOS17.1 and Sonoma x.1 were released (and installed by me, of course) One last sync so far happened a couple of days later but from tvOS -> macOS. iOS hasn't updated any counter in Apple Music ever ...
Finally, consolidated the music library on the external so I knew the files were organized. Then exported the large music library file ( Users> (username)>Music>Music). Took it to the same location on the new computer, dropped it in the same place. THEN option open the music app and load that library. All good then.
1. I deleted the Music app from my phone. 2. I Reloaded the Music app and notice a partial fouled up library still on iPhone. Weird 3. Deleted the Music app once again. 3. Go to Settings and then click on your name at the very top, then go down to Media and Purchases. Open this and signed out then signed back in. 4. I reloaded Music a second time.

I cannot comment on Windows iTunes, but in the Music directory on my Mac, it split the library out with my purchased music and music I downloaded with Apple Music. My iPhone does not really show a difference. In my experience very smooth transition from iTunes to Apple Music.
