Free Download Manager is safe compared to those trash torrent clients like uTorrent and BitTorent. It's safe and it also has a download link that you can download on Microsoft Store instead if you still are skeptical.

From what I'm getting IDM and others like it where eventually outclassed by programs like qBittorrent and µTorrent. Seems like the Download Managers where useful for when 40+GB things like games where all on Mega and stuff and now they're on TPB and RARBG so the torrent clients ended up trumping the "Download managers"
Download manager is still a direct download. So if you say you use a VPN for direct download, you'll probably use one for download manager as well. But, you don't need a VPN for direct download at all, only torrent. 3.

Don’t use free download manager for torrents. Use qbittorrent instead. FDM is not really made for torrents. It works but it's a workaround.
