Postal rates to 1847. Initial United States postage rates were set by Congress as part of the Postal Service Act signed into law by President George Washington on February 20, 1792. The postal rate varied according to "distance zone", the distance a letter was to be carried from the post office where it entered the mail to its final destination.

United States postmasters' provisional stamps. In the Act of March 3, 1845, the United States Congress standardized postal rates throughout the nation at 5¢ for a normal-weight letter transported up to 300 miles and 10¢ for a letter transported between 300 and 3,000 miles, with these rates to take effect on July 1, 1845. Thomas Jefferson first appeared on U.S. postage in March 1856, nine years after the first issues were released.
