It appears that the square stuff, is the detail of one particular hex, in other words, the actual layout of industry, buildings, bases, etc.. at a particular hex. Given the rectilinear layout of most cities and towns, this is a forgivable design choice to present the built and build-able contents of a particular hex. #1.
Historically, as I understand it, the 'Comintern' was an international body of all communist nations or factions within nations that were communist, led, of course, by the USSR. The spells (and maybe some skills) with a “hex” identifier are the hexes. When you look at their description it shows you the labels in the upper right. it's a way to tell most programming languages that a string of text is intended to be read as a hex number. i.e. string hexcode = "0x48c8d6"; hex number = string.Parse(hexcode); parse functions will work with a string like that in most programming languages.
