But this folder may have been deleted at some point, or your computer's Documents directory may have changed. If the user files aren't in the location Sims 4 is actually reading, they won't load.

I have tried uninstalling and re installing and I tried your DXSETUP process as well. Nothing seems to work. I also tried clearing the cashe folder and that did not work...
Unfortunately it seems that my games files are still located in C:\Program Files (x86)\Origin Games\The Sims 4\Game\Bin. After some more investigating I learnt that EA App is located in C:\Program Files\EA Games which to me doesn't make any sense and there is nothing at all inside the EA Games folder where I you'd expect your game to be ...
