I appreciate your time getting back to this thread, the updates were not deployed to all the Windows user at once, it was deployed by bacthes. If you want to install it using Windows Update , you need to wait for it in your updates. However if you can't wait and you want to install it , you can use the Windows 11 Update Assistant.
Try using the Activation Troubleshooter in Windows 11. If the digital licence can be transferred it will show in your account after you select Changed hardware. But I suspect it cannot as it was part of the free upgrade from Windows 7.
