The only time you can dispute a friends and family payment with pp is when someone hacked your pp act and Pp can see someone gained access to their account through hacking or something like that. So - even if you send goods and services, you still can get a chargeback.

A friends / family (or gift payment) is intended as a transfer of funds from family or friends to one another. For this reason, there is no processing fee when payment is made with bank or PayPal balance. However as it is a gift payment, there is also no Buyer protection as no goods or services should have been exchanged.

I seldom use PayPal, but thought it would work great for getting money to my niece. Is there any way to know if my Friends and Family payment will be instant vs echeck (delayed)? Do I have to just assume it will be echeck/delayed and look for another method to xfer funds to friends/family (any recommendations?)?

Click "Continue". This takes you to the preferred payment screen, with the "send payment" button at the bottom. But, at the top, in the box just under the amount you want to send, Click Change next to the default "paying for an item or service." this will allow you to change it to sending money to friend or family.
You cannot send friends and family payments to Business accounts. If you're trying to send the payment to a business account, you can only send as Goods & services payment.
