This is a problem caused by Win10 when you use Win10 MAIL to access your Yahoo email account. Apparently Yahoo doesn't think that the Win10 app meets it's standard. Here's how you stop the pop up warning message:

I would like to get rid of whatever it is that keeps sending YAHOO SETTINGS OUT OF DATE harassment.... constant harassment. When I try to fix the problem, Microsoft says ok... just agree to give us access to EVERY. SINGLE. THING. on your computer. I am 150% fine with my out of date settings thank you.

On clicking Settings of Mail app-> Manage A/c-> Yahoo a/c, the Yahoo A/c settings opens. There an old password of 16 characters is shown. My current password is 11 characters. I tried to change the Yahoo A/c Settings password to 11 characters several times but failed. I even ran "CCleaner" to remove "Saved Passwords" -> Restarted. No success.

Yahoo no longer accepts older less secured form of signing in --- nothing to do with Microsoft. You can: 1) delete the old Yahoo account in the Windows 10 Mail app and then re-add your Yahoo account using the special Yahoo setup --- ONLY the special Yahoo setup will use OAuth to sign in.
