In 1886, Huntington established Newport News Shipbuilding and Drydock Company. The boom community of Newport News became an independent city in 1896 by an act of the Virginia General Assembly, one of the few cities in Virginia to have never been incorporated as a town and it became Virginia's third largest city in population at one time.
Two segments on I-64 have been identified as candidates for widening: I-64 on the Virginia Peninsula from New Kent County to Newport News and I-64 in South Hampton Roads from the I-464/US 17/SR 168 interchange in Chesapeake to the Bowers Hill Interchange in Suffolk.

Later that same year, Newport News Marine Terminal (NNMT) was transferred to the VPA with the consent of its owner Peninsula Ports Authority (PPAV), its operator Chesapeake and Ohio Railway, and the cities of Hampton and Newport News. The VPA acquired Norfolk International Terminals from the City of Norfolk in 1972.
