    princetonbabe, ACRIS is maintained by NYC government. Other online-access-to-public-records sites are maintained by various levels of government. E.g., in NYS it's usually by counties and in CT by towns. Florida has very broad public-access regulations, so indices for all counties and docs for many counties are at myflorida.com.

If the transfer of deed does not show up on ACRIS, it's usually because the transfer took place a long time ago. Sometimes no price will be indicated on a deed line and it is often because the coveyance was not an arms-length transaction.
