If you aren't able to, and depending on how your IT team have this configured, you should be able to go to portal.office.com and login with your work account and download the office application however I cannot confirm this as I don't know what the setup is.

   Military Home Use Program. I'm trying to purchase the software using the home use program. When I submit using my work email address (military .mil account), the hyperlink is disabled. There doesn't seem to be a way to enable the link and it isn't included in the email to allow for copy and paste. There is also no way to contact anyone for support.

   I'm sorry to report that the military HUP is not available, AFAIK, to veterans. It is active service (and reserves and NG). That does not mean that your service is not appreciated. That is what the veterans discount is. The HUP program is limited, not by Microsoft, but by the military.
