I haven't looked it up recently, but I think most of the areas listed are constituent states of the Federation of Malaysia, rather than federal territories like Kuala Lumpur. Also it seems as if the federal territories might have six-digit codes (50xxxx, etc.), while the states might have only five (7xxxx, etc.) But I don't know for sure.
