    There you can download Dell OS Recovery Tool. With that tool you can crate Win 7 recovery USB. Using that image you can restore your laptop back to original factory state. To use that recovery tool you need Service tag number from the label at the bottom of your laptop. Update = Replace old bugs with new ones.

It is highly doubtful that you can purchase a valid copy of Windows 7 complete with Product Key. These have not been available for many years.
