So I was building a small floating ‘base’ over an ocean monument near my actual base to mark the place and be able to do the essentials but I misplaced some blocks and now it takes forever to get them out. And, yes, I brought a cow there but drinking milk is useless since the second I finish drinking it mining fatigue is applied again.
In large ocean biomes you can find an ocean monument every 1000 units in a grid pattern east-west and north-south directions. Some are even 300-400 unit/meters apart from each other. Its pretty dumb pattern to be honest but is predicable so makes ocean monuments very easy to find once you find one in a large Ocean biome.

It's uncommon for a monument to generate without a sponge room, but it's not exactly rare. They can (and often do) generate with multiple sponge rooms, but the generation is random. Just to make it a bit easier for you, they never generate in the lowest layer of rooms, so it's not necessary to check those.
Sometimes, an ocean monument will spawn with no sponge rooms. I estimate that at about 10%, but it's just a guess. The gaurdians will kill you super quickly even in netherite. You need to take off all your armor for the invisibly to work, but you can keep your boots on. You can make a screen to hide behind to break line of sight with the guardians to mitigate a lot of the damage. Aqua affinity on the helmet and depth strider on the boots.
Although in Minecraft, sometimes it isn't about the goal of the mission, but the mission itself - preparing, navigating, and clearing the Ocean Monument is just another activity to do. This, playing the game itself has a point. You don't just go for the loot, the experience in an ocean monument is unique IMO.
