    It's a double hit. A lot of cities and townships have income tax as a resident (even if you work somewhere else.) Some have a reciprocity agreement with each other though. For example, I live in Greenhills but worked downtown. Cincinnati's tax rate is 1.8% (used to be 2.1%), Greenhills is 1.5%.

    Trying to answer all your questions: 1) Nothing changed, you just haven’t been filing your city taxes. They’re likely going back to 2017 because that’s as far back as they can audit you. 2) If you’re using a software (e.g. turbo tax) to file your taxes they do not file local tax and you must do that independently.

    Cincinnati is withheld. Work from maderia residence. File and pay maderia. Send copy of tax return for maderia and filled out city of Cincinnati return showing no Cincinnati income, the amount withheld for cincinnati and that same amount due as a refund. Also include a letter of explanation that you work out of your residence on a permanent basis.
