    Can utility deny service for new account due to charged off debt? In 2011, my ex and I separated and I was left with a 600+ dollar bill. That debt was sold to a blood-sucking scum debt collector in 2012. Either way, the debt is well beyond the statute of limitations for my state (NC) for collection.
