If you turn on the TV that the PS5 is connected to while using remote play with a Dualsense connected thru the phone's Bluetooth, the input lag is not there at all (at least for me), but it is on the phone. This proves that the phone is ~1s behind on 300Mbps connection right next to a console.
After much searching I found that going into Nvidia Control Panel, manage 3D settings, and forcing PS Remote Play to 60 FPS Max Frame Rate finally solved my woes. Just putting this here in case anyone looking for a fix needed a different option. I see several options on the Microsoft store.

Download PS Remote Play. Create a secondary account on PSN (This is important if you want to avoid input lag) Sign in to the secondary with your controller Sign into Remote Play with the secondary account. Follow the instructions to link your PS5, but don't connect your controller to your PC
