I wanna suggest a bot that'll help add roles to users, just for customization. Roles can include "rollbacker", "pending pages reviewer", etc.. You can use YAGPDB.xyz, a utility bot. Setting up custom roles is kinda tricky, but there is a tutorial vid on it.
