It is usually because Microsoft's system detects that the email address you are using belongs to the domain name of your work or school organization. In the online version of Outlook it isn't possible to create a new email within Quicksteps. On my desktop I created around 30 standard emails in my Quicksteps that I often use. So I don't have to retype all the text and import each time the email adresses. But those are also not included in the online version of Outlook Microsoft 365.
