From 1965 to 1969, Marshall was a member of the Quincy City Council. He then represented the 2nd Norfolk District in the Massachusetts House of Representatives from 1969 to 1975. Sheriff. Marshall served as Sheriff of Norfolk County, Massachusetts, from 1975 until his death in 1996. During his tenure as sheriff, Marshall was known as an innovator.
It was operated as a jail until 1966, when the Fauquier Historical Society saved it from demolition and created a museum. The museum was known as The Old Jail Museum before it was rebranded as the Fauquier History Museum at the Old Jail in 2014. It was listed on the National Register of Historic Places in 1978.
