It sounds like you have ShyUI enabled. This feature gives you the option to show you the menu bar when you move the mouse cursor on top exiting the full screen mode. If you disable it, you will have to click on the X button to exit full screen instead. Paste this in the address bar and press Enter to go directly to the feature and disable it.
