You want to check with the publisher. To make this public or open access may violate the conditions under which you were supplied with the solution manual: it is certainly not recommended. I doubt you’d be fined or sued but the publisher could simply refuse to grant you access to current or future material if you violate their condition of use.

Yes, it is unethical. Copying the answer from a solutions manual is considered plagiarism, even if it's from another university's website. The question bank and solutions are likely part of a question bank belonging to either an educational group or the textbook. Additionally, there is also no guarantee the answer key is right.

In some cases, solution manuals are available only to instructors who use the book in their course. Unfortunately, in some cases students use solution manuals in such a way that they do not learn how to solve problems themselves. One may think that 20-year-olds are mature enough to avoid reading an answer prematurely.
