Click on Options. Under Preventing junk mail, Click on Filters and reporting. Scroll down and under Block content from unknown senders select Show attachments, pictures and links for senders with good reputations. Click on Save. Hope this helps in resolving the issue attachments.

I was able to log in my army outlook webmail and i was also able to log into DOD teams from my personal laptop yesterday.
