After the first attempt, at every reboot a huge 'Reinstall Norton NOW!!!!' splash screen appeared. I got rid of that by removing a couple of folders that Norton's own removal tool failed to remove. Perform a un-install from control panel for Norton. Highlight the following Norton Folder located at c:\users\public\publicdownloads\norton. Delete the folder Norton and send to the recycle bin. After completing all of the above, reboot your computer and the file should be gone. Share.

Then after uninstalling, most virus programs like McAfee has a special tool on their website to download and run to completely cleanup what the uninstall does not.
