Here is why, I believe; When you look at the iCloud app under Settings>Apps you will see when clicking on iCloud app and then Advanced Options you will see that the version, is 12.5.74.0, yet iCloud Outlook is 12.5.0.74

I have changed my ID and password. The pop up keep asking to enter password to continue. I get no access to change the ID. (Grey-out). I had already uninstalled icloud but two icloud windows pop up - I close them and they pop up again. If the program is uninstalled how can this be happening. Also I have rebooted the computer, etc.

Let's first have you install any outstanding updates on your PC. If you still have issues, let's have you turn off iCloud Drive, wait for a while, and then turn it on again. After turning on iCloud Drive, try syncing another document to see if it's responding as expected. Hope this helps.
