Use the server settings from the Spectrum website. I appreciate your affection for Windows Live Mail, but you need to know that Microsoft dropped support for it in January, 2017, almost two years ago. That means no bug fixes, no security updates and no help from Microsoft. That's asking for trouble.
Spectrum/Charter has dismissed my request indicating that it must be an Outlook issue. As I said I have done other accounts with no issue in Outlook so I am doubtful that it is Outlook. I have found that there seems to be shortage of good information for those using Outlook 2016 or above.
