The "Contacts - This Computer Only" applies to a contact folder associated with an IMAP account. IMAP accounts sync the email folders with the server but do not sync contact/calendar folders which are local to the computer on which the items were created - hence the designation "This Computer Only'.
Type Contacts in the Search box from desktop and click on Contacts. You may also find in the below path: Press Windows + E, Click on This PC from the left pane, and double-click on C: drive. That is correct. However, I don't know why you said my response doesn't answer the question when it clearly does. And you should be able to pin just the People to the taskbar by opening it from within mail, which should give you a separate icon on the taskbar and you can pin that.

Contacts are stored under Windows Live (not Windows Live Mail), in a hidden system folder: C:\Users\% username %\AppData\Local\Microsoft\Windows Live\Contacts For % username % substitute the name of the current user.
I've been using Microsoft Mail. I have hundreds of contacts in the People app. I now want to close down Mail and use Outlook, and import all those contacts into Outlook. I know how the Import/Export wizard for Outlook works. I just can't find the file to import. That is, the file in which my People contacts are stored.
I have recovered Outlook 365 from a old backup. My contacts are in "Contacts" but Outlook wants to use "Contacts (This computer only)" which is empty. I want Outlook to access my contacts (e.g. insert email addresses to emails). I have searched online and have only found how to move/copy contacts from "Contacts (This computer only)" to "Contacts".
My contacts are gone. I upgraded to the "new" outlook a couple months ago and now realize I have no contacts. I tried looking for a CVS file but I found none. I tried reverting back to Outlook 2019
