To Download Outlook 2019, you must have an existing subscription for Office 365 or you need to purchase the license for Office 2019 (Which includes Outlook). Here's the link for you to download it.

I need a standalone installer for outlook for windows desktop. I work as a professional in a tech industry, and I can honestly say installing the standalone Outlook app on my Mac was infinitely easier and less frustrating than this annoying circular process has been trying to find a way to access a standalone Outlook app on my new Windows machine.
Try looking at the upper right of the new version and see if it says "Try the new Outlook", if it does make sure that it is turned OFF. I did this and it then gave me the old interface which allowed me to have non-Outlook accounts etc. Hopefully this will work for all struggling with the new version which simply no longer allows much to work.
