It’s the IV payment that opens up your ability to continue…as in START the DS-260 and upload all required docs. ..the system works. Reporting the attempted payment and stuck “in process “ to NVC is excellent CYA for whenever they come looking for the $ fee. Loudly calling BS is only good on VJ , Lol!
