To register a game (not a world or some other bonus content), sign into the store and scroll down to the bottom of the page. Choose the "Register a Game" option and input the 20 characters of your Steam CD key. This definitely works; I just tried it recently myself. I don't work for EA.

Try to insist on the EA Help, there is a procedure for the agent to give you the product key so you can register to Spore online. Good luck.

Actually caught what the issue was. My steam was linked to another EA account that I had Eons ago. Try seeing if your steam being linked to another EA account is the Issue, as soon as I broke the anciernt chains holding my Apex in Bondage It fixed the "register" issue and it allowed me to log in.
