Now double click sTimeFormat in the right hand pane. That time format is used by the Steam overlay and many other applications on your system. Simply change the hh to HH (ie. the new value in my example would be HH:mm:ss) , click OK and close registry editor. The Steam overlay should now show the clock in the 24 hour format.

When you submit a Steam Support Ticket, give it at least 24-72 hours during business days (Monday-Friday). Also have to remember besides the Steam Summer Sales going on, it's a holiday weekend here in the US for 4th of July so businesses usually give their employees off on Friday, Monday, or even Tuesday.
Steam "Live chat" support. I think it's okay to put up tickets and all that but i think there should be a live chat on steam also.. Some people only have a Little issue that could take 5 minutes with a live chat but it takes like a week or so for steam to answer on the "tickets".. It doesnt have to be a 24/7 live chat tho..
