The Target Circle Card isn't a new card, it's just a rebranding of the Target REDcard. The Target REDcard Mastercard (soon to be Target Circle Card Mastercard) is a better version of the standard Target REDcard Credit. It has tap to pay, alongside benefits for use outside of Target, such as Cashback which can be redeemed for Target GiftCards.
Whether on the website or on the app, whenever I need to manage my red card, target keeps asking for one time passcode through email or phone, even when I enable ‘remember this device’ it always says this when I need to manage red card — “For your protection, we need to verify your identity. Please choose a verification method:“.
Just tried to log on and pay and it’s not working for me either. I've been checking the site off and on for over a year now and it just doesn't work. At this point I don't think Target cares about getting the site fixed, they'd rather have someone call in to pay it or pay it in-store if they even do that. Yes.

My login to Target works on the target website. My Tarket account is a Target Redcard Credit Card I tried "Target National Bank", "Target Guest Card" and "Target Visa Gift Card".
