Step 3. Problem identified. Even though the qBittorrent GUI was closed, the qBittorrent.exe process was found to hold onto port 1243. YMMV for what application is holding the port in this specific problem. The qBittorrent app cannot work because the app itself or some other app is holding onto the port.

Restart qBittorrent and the computer. Sometimes a simple restart can resolve the issue. Check your internet connection. Make sure that you have a stable internet connection and that your router is functioning properly. You can try restarting your router and/or modem to see if that helps. Check for updates.
what exactly "stalled" status indicate ? My understanding was , "stalled" means a torrent is inactive => no uploads/downloads. But , the following torrent shows stalled even when it is uploading. Stalled (technically Download stall) is when you are trying to download a torrent, but nobody is giving you the packets you need.
Stalled all the time. Sometimes these pause, switch, resume and restarts work amd sometimes it's still stalled. I hate that I switched from utorrent to this. Even ininstalling qbitorrent and going back to utoreent isn't am option cuz after installing qbitorrent once, utorrent is stalled all the time. Very frustrating.

Unfortunately, I haven't found so far any option within qBittorrent to force resume stalled or error-ed torrents, and if someone knows that, I'd appreciate to have it as well. For the meantime, the only reliable way I found to do so is an AHK script:
Some very few trackers show incorrect information and outdated qBittorrent might have too many bugs. Use latest v4.5.1, default settings, make sure trackers and port forwarding is working, leave qBittorrent open 24/7, force start most important torrents and maybe someday you will find a seeder.
Id recommend trying that. A simple windows uninstall won't cut it... Please, check the following -. Settings >> Connections >> Select proxy server as None. and then apply and restart. Settings >> Bittorrent >> Maximum active checking torrents >> increase that to 50 and then apply and restart.
It is right underneath the "Torrent Queueing" settings. Enable this and set the minimum download and upload thresholds as well as the amount of time below, for the torrent to be ignored as far as the Queueing settings. delete them.
