FOSSHUB is host for Free Open Source software - so sure, it's safe. I downloaded this one today. I did notice something a bit weird going on with it in glasswire. With nothing in the down/up list, I start qbit, and in glasswire I can see it making 18+ connections to various IP addresses in multiple countries.
The same result for us. As for the "Opencandy" alert inside QB is probably a false positive. We have seen this long before this incident and after checking there was no Open Candy (the QB team did not notify us, and they are not delivering bundles inside QB).

Its filtering is much more comprehensive and intelligent. Fosshub isn't tampering with the qBittorrent installer and if they ever tried it'd be trivial to detect. It's digitally signed and additionally the checksums are published. Install GPG and you can independently verify the authenticity & integrity of the software yourself.

I vaguely remember seeing a post not too long ago saying something about how QBitTorrent wasn't safe and how there was now something nefarious about it. I am aware this is most likely untrue, but wanted confirmation. Also, if QBitTorrent is still safe, what button am i meant to click on either Fosshub or Sourceforge to actually download it?

If it is the case that Fosshub is injecting malware to certain downloads, I would think it likely to be happening to many if not all programs, and practiced by all the big download sites.
Sourceforge willingly packaged spyware with its downloads and tried to take away owner control of the setup file, whereas the worst you could say about fosshub is that they made security mistakes and got embroiled in (mostly exaggerated) controversy - nowhere close to sourceforge's level of outright customer-antagonism. 2.
