Recent updates of qbittorrent have been posting the message " This installer required at least Windows 10 (1809) / Windows Server 2019". I don't understand what or where the problem is. qbittorrent v4.6.0 installed and is working perfectly. Windows is definitely W11. Any guidance would be appreciated.
the workaround to open magnets with qBittorrent until we fix this is to uninstall the magnet capable apps because HKEY_CURRENT_USER\Software\Classes\magnet is ignored if there's a HKEY_CURRENT_USER\Software\Microsoft\Windows\Shell\Associations\UrlAssociations\magnet key

As of today, Qbittorrent doesn't work any longer on my Windows 10 machine. At first, I noticed the Qbittorrent shortcut was deactivated. I tried to reinstall the application, and it appeared that Windows did let me reinstall it.

If you really do need full v2 torrent file download support then use qBittorrent with libtorrent v2.0 and increase RAM usage to be higher than low 512 MiB, it can help cache file reads and spare more to download things faster or keep speeds more stable.
