During the first seven weeks of the Civil War, the U.S. Post Office still delivered mail from the seceded states. Mail that was postmarked after the date of a state's admission into the Confederacy through May 31, 1861, and bearing U.S. (Union) postage is deemed to represent 'Confederate State Usage of U.S. Stamps'. i.e., Confederate covers franked with Union stamps. The eight United States postage stamps issued in 1861 pictured Washington (5), Franklin (2) and Jefferson (1), and envelopes signaled the sacredness of the Constitution and rebellion as treason.
