Just Create a free iCloud account at ICloud.com and then sign into the device. The device cannot create more than 3 free apple id's on that particular device. You can just go and create one on a computer or another apple device that hasn't created more than 3 iCloud accounts on it, after that you should be able to sign in just fine.
I had this problem and read that it's related to the iCloud backup. I deleted the iCloud backup on my phone in iCloud/Storage/Manage Storage/My iPhone (This iPhone) then Delete Backup. This deletes and disables the backup feature. I then went back to iCloud/Backup and turned on iCloud Backup then clicked the Back Up Now option to force a backup.

Alternatively and from your iPhone or iPad, you can go to Settings/iCloud/Storage & Backup/Manage Storage. Then select your device. After that, scroll down to select "Show all Apps" and then turn OFF the apps you want to delete from being backed up.

On an iOS device: Go to Settings > iCloud, then tap to turn off Find My [device]. On a Mac: Choose Apple menu > System Preferences, click iCloud, then deselect Find My Mac. Note: You can also remove your device by turning off iCloud completely on that device. Turning off iCloud turns off all iCloud features on the device.
