If you had claimed any amount of this credit in previous years, you'll see how much at the bottom of Form 8863, Page 2.
The box on Form 8863 Line 7 would only be checked if the 1098-T is being entered into the Student's return and the student wants to take the non-refundable part of the credit. This is only allowed if the Taxpayer (usually parent) agrees to not claim the student. In this situation, NOBODY claims the student.
